If you've spent any time searching for a replacement or performance catalytic converter, you've probably run into a wall of numbers and acronyms that don't mean much on their own — 200 cell, 300 cell, Euro 4, high flow, universal fit. It's no wonder "will this pass a roadworthy" is the question we get asked more than almost any other.

This guide breaks down what actually matters when you're choosing a cat: what cell count does, what Euro ratings mean, when a high-flow cat may be suitable for road use and when it isn't, and how to avoid buying something that looks right online but causes problems at the workshop.

What Does Cell Count Actually Mean?

Cell count, sometimes written as CPSI, or "cells per square inch", refers to how many small honeycomb channels run through the ceramic substrate inside the converter. Exhaust gas passes through these channels, and the catalytic coating on the walls converts harmful pollutants into less harmful gases.

The number you'll see advertised — 100 cell, 200 cell, 300 cell or 400 cell — tells you how dense that honeycomb is. You may also come across 50 cell converters, although these are generally aimed at competition or off-road applications rather than everyday road vehicles.

  • Higher cell count, such as 400 cell: More channels and more surface area for the catalytic coating to work with, but potentially more restriction on exhaust flow. This is commonly associated with factory-style replacement converters.
  • Lower cell count, such as 100 or 200 cell: Fewer channels and potentially less restriction, which can help exhaust flow. However, cell count alone doesn't tell you how well a converter will perform, how much power it will support or whether it's suitable for road use.

The converter's overall size, construction, catalyst loading and installation all matter. Engine condition and tuning also play a part, which is why a quality 200 cell converter can be a very different product to a cheap converter with the same advertised cell count.

A common misconception is that a lower cell count is always a "cheat" or always illegal. In reality, some 200 cell and 300 cell converters may be suitable replacements for road vehicles. What matters is whether the converter is right for the vehicle, correctly installed and allows the vehicle to continue meeting the emissions requirements that apply to it.

Euro Emissions Ratings Explained

Euro ratings — Euro 2, Euro 3, Euro 4, Euro 5 and Euro 6 — are vehicle emissions standards that Australia has progressively adopted through its vehicle regulations.

They set limits on the pollutants a vehicle is allowed to emit. The important thing to remember is that the rating applies to the vehicle and its complete emissions system, not just the catalytic converter on its own.

  • Euro 2/3: Older standards that generally apply to vehicles manufactured before the mid-2000s to early 2010s, although this varies by model.
  • Euro 4: A common standard for vehicles from the mid-2000s onwards.
  • Euro 5: Common across many late-model diesel utes and passenger vehicles already on Australian roads.
  • Euro 6: The newer standard now being phased in for new light vehicles in Australia. It started applying to new light-vehicle models from December 1, 2025, with the broader transition continuing through to July 1, 2028.

The key point is that the replacement converter needs to be suitable for the vehicle and its original emissions system.

A converter advertised as "Euro 5", for example, isn't automatically suitable for every Euro 5 vehicle. You still need to check the specific vehicle, engine, build date and factory emissions setup before ordering.

Is a High-Flow Cat Legal in Australia?

This is the question that brings most people to this page, so here's the direct answer: a high-flow catalytic converter isn't automatically legal or illegal based on its cell count.

What matters is whether the converter is suitable for the vehicle, correctly installed and allows the complete vehicle to continue meeting the emissions, noise and modification rules that apply where it is registered.

A high-flow cat is also very different from a straight pipe, test pipe or decat pipe, which removes the catalytic converter altogether.

A few things to keep in mind:

  • The emissions standard that applies to your vehicle depends on its category, manufacture or approval date and original certification. Depending on the vehicle, this may include an older standard such as ADR 37 or one of several versions of ADR 79.
  • Australian Design Rules are the national standards vehicles must meet when they're first supplied to the Australian market. However, roadworthy inspections, vehicle modifications and in-service requirements are managed by each state and territory, so the exact process can vary depending on where the vehicle is registered.
  • If your vehicle was fitted with a catalytic converter, oxygen sensor, DPF or another emissions device from the factory, removing it, moving it or stopping it from working properly may make the vehicle non-compliant.
  • Test pipes and decat pipes remove the catalytic converter entirely and are generally intended for competition or off-road applications, not public-road use.

Passing a Roadworthy or NSW Pink Slip Inspection

A suitable converter that has been correctly fitted and allows the vehicle to continue meeting its emissions and noise requirements is less likely to cause problems during an inspection.

That said, nobody can guarantee that a particular vehicle will pass a roadworthy or NSW pink slip inspection. The result can also depend on the condition of the engine, warning lights, exhaust leaks, noise levels and the quality of the installation.

Keep your paperwork. Hold onto the invoice, product specifications, installation records and any vehicle-specific information supplied by the manufacturer.

If the modification requires an engineer's certificate or another form of approval, keep that documentation with the vehicle as well.

Diesel vs Petrol Requirements

Diesel vehicles can use several different emissions components, including a diesel oxidation catalyst, a Diesel Particulate Filter, or DPF, and on some models an SCR or AdBlue system.

These parts all perform different jobs and aren't interchangeable.

Diesel-specific catalytic converters are also different products to petrol cats, so make sure you're shopping the right range for your engine and emissions setup.

What Happens If You're Caught With a Non-Compliant Cat?

Penalties vary from state to state, but they may include a defect notice requiring the vehicle to be repaired or inspected before it can be used normally again. Fines may also apply in some situations.

It's a hassle that's much easier to avoid by choosing the correct part and checking the requirements before it's installed.

Standard vs Universal vs Performance Catalytic Converters

  • Standard replacement converters are designed to bolt straight into the factory location on a specific make and model — the safest, simplest option if you're just replacing a failed or stolen unit.
  • Universal catalytic converters aren't vehicle-specific and need to be fabricated into the exhaust, usually by a workshop. These give you more flexibility for custom builds, but the converter still needs to be correctly selected, positioned and installed.

Depending on the vehicle and the state or territory where it's registered, additional paperwork or approval may also be required.

  • Performance catalytic converters are designed for higher flow. Some are made for road vehicles, while others are intended for competition or off-road use, so don't rely on the words "high flow" alone. Check that the product is suitable for your exact vehicle before buying it.

How Cell Count Affects Sound and Power

A less restrictive catalytic converter can contribute to a slightly deeper, freer-breathing exhaust note and may support better exhaust flow, particularly when it's paired with the rest of a cat-back or turbo-back system.

However, cell count alone doesn't tell you exactly how restrictive a converter will be. The size, construction and quality of the converter all make a difference.

What Affects Catalytic Converter Price?

Catalytic converter pricing is driven mainly by the precious metals used in the coating — platinum, palladium and rhodium — along with the size and construction of the substrate, the amount of catalyst used and whether it's a direct-fit or universal unit.

Direct-fit converters for specific vehicles typically sit at a premium over universal units because of the additional engineering and fitment work involved.

Cell count can affect the design, but it isn't a reliable measure of quality or road-use suitability on its own.

Are 200 cell cats legal in Australia?

How long do catalytic converters last?

A correctly specified catalytic converter can last many years, but its life depends heavily on the condition of the engine. Misfires, oil burning, coolant contamination, rich fuel mixtures, overheating and physical damage can all cause a converter to fail early. If a converter has failed, the underlying engine problem should be found and repaired before the new converter is fitted.
